On November 16, the 2022 China International Digital Economy Expo with the theme of "Integrating innovation and digital empowerment" officially opened in Shijiazhuang. As the first national digital economy exhibition approved by the CPC Central Committee and the State Council, the annual Digital Expo is dedicated to discussing the new trends of digital economy development, sharing new achievements of digital economy development, and leading the new future of digital economy development, providing precious opportunities for Hebei province to seize the momentum to accelerate the development of digital economy and the construction of a beautiful Hebei Province with strong economy.

We should firmly grasp the realistic basis for the development of the digital economy. Ni Yuefeng, secretary of the Hebei provincial party committee, pointed out at the opening ceremony that Hebei, as an important place in Beijing, has unique regional advantages, strong industrial foundation and rich new energy to develop and expand the digital economy, and is embracing the arrival of the digital economy era. A group of striking data gave us the most vivid annotation: from January to September this year, Hebei province's electronic information industry achieved a main business income of 194.97 billion Chinese yuan, a year-on-year increase of 14.2%, higher than the national average. Fifteen enterprises were selected into the 2022 pilot demonstration list for the integrated development of new generation information technology and manufacturing industry, ranking the second in the country. Among them, three enterprises were selected into the "digital pilot" enterprise direction, ranking the first in the country. The cloud coverage rate of industrial equipment in Hebei province is 17.7%, also ranking the first in China.

We should firmly grasp the beautiful prospect of developing the digital economy. The report of the 20th National Congress of the Communist Party of China clearly proposed to accelerate the construction of a network power and a digital China, make arrangements to promote the deep integration of the digital economy and the real economy, and build a digital industrial cluster with international competitiveness, which provided scientific guidance for our development of the digital economy. The Hebei provincial party committee and the People’s Government of Hebei Province took the situation into consideration, took the digital Hebei driven by data and intelligent integration as one of the scenarios of Chinese path to modernization Hebei, and clearly proposed that by 2027, the digital economy will move towards a comprehensive expansion period, and the scale of the digital economy in Hebei province will account for more than 40% of GDP, basically realizing the intelligent digital government, high-end digital economy, and intelligent digital society. Digital transformation will become a powerful engine and power to promote high-quality development of the Hebei province.

We should firmly grasp the scientific path of developing the digital economy. To accelerate the development of the digital economy, the key is to define the development path, highlight the work priorities, and focus on the end and implement it. First, we should seize the major national strategic opportunities, promote the innovative development of the Beijing-Tianjin-Hebei Big Data Comprehensive Pilot Zone, accelerate the building of the Xiong'an New Area Digital Economy Innovation and Development Pilot Zone, and focus on the construction of Zhengding Digital Economy Industrial Park and Huailai Big Data Industrial Base. Second, we need to make the digital industry bigger, stronger and better, promote the deep integration of the Internet, big data and artificial intelligence with the industry, and accelerate the transformation of new and old drivers. Third, we should strive to create a first-class market environment, government affairs environment, financial environment, and legal environment, actively attract central enterprises, private enterprises, and domestic and foreign strategic investors to invest and develop in Hebei, and work together to create a new situation for the development of the digital economy.

The blueprint has been drawn, and it is time to forge ahead.
